New program to support climate management in Brazilian municipalities

On May 20, Banco do Brasil announced the pre-launch of its ESG Advisory Service focused on Municipal Climate Management. The initiative is a partnership between BB and WayCarbon, a Brazilian climate intelligence company that develops digital solutions for emissions management, climate risks, and sustainability, with support from the National Treasury Secretariat (STN). The solution is currently in the testing phase and is expected to be available in June.

The ESG Advisory Service integrates artificial intelligence, monitoring technology, territorial diagnostics, and BB’s financial management solutions to support public managers in identifying vulnerabilities, creating adaptation measures, and mitigating climate change.

The initiative aims to support the structuring of priority climate projects in 100 small and medium-sized Brazilian municipalities, focused on both reducing greenhouse gas emissions and adapting to climate impacts. The goal is to strengthen urban resilience and prepare projects suitable for securing funding.

The solution will be made available at no cost to participating municipalities, based on funds provided for in Normative Ordinance STN/MF No. 808.

The launch comes amid a worsening trend of extreme weather events in the country. A report by the National Center for Monitoring and Alerts on Natural Disasters (CEMADEN) indicates that 2025 was the third-hottest year on record, with a global average temperature 1.47°C above pre-industrial levels. The period is marked by severe droughts, floods, heat waves, and a series of disasters that have impacted infrastructure, water supply, agriculture, and urban mobility in thousands of Brazilian municipalities.

“Climate challenges are already directly impacting city life and require planning, territorial intelligence, and the ability to respond. Banco do Brasil wants to support municipalities in this transition by connecting technology, information, and financial solutions to strengthen local sustainable development,” notes José Alves, Head of Sustainability at Banco do Brasil.

“The climate challenge in Brazil is no longer just environmental. Today, it is also fiscal, economic, and infrastructural. The key differentiator of this program is transforming climate data into investment capacity. We are helping Brazilian cities move beyond diagnosis and advance toward structuring concrete, financeable projects aligned with local realities. This is a pioneering initiative in the country and places Banco do Brasil in a highly strategic position within the national climate agenda,” states Felipe Bittencourt, CEO of WayCarbon.

“The climate agenda now requires municipalities to have technical capacity, planning, and access to structured solutions. Ordinance 808 represents an important step forward by encouraging mechanisms for technical support and institutional strengthening so that states and municipalities can better prepare for the climate and fiscal challenges of the coming years,” says David Athayde, deputy secretary of the STN.

With this initiative, Banco do Brasil consolidates and reinforces its position as the leading financial partner for the climate transition across Brazil, connecting science, technology, and financing to support cities that are more resilient, competitive, and prepared for the future.
